JOB DESCRIPTION: ENVIRONMENTAL HEALTH & SAFETY ADVISOR

Qualifications: BS in Sciences, Engineering, or related field.  3-5 years minimum experience as an environmental professional.  Knowledge of California and Federal regulations is required.

Coordinate environmental/regulatory issues for successful, independent refinery in Bakersfield, California. Duties involve permitting, compliance program development, preparation of environmental reports and regulatory review/impact analysis Must be able to initiate contracts and direct environmental service contractors/consultants. Effectively communicate, verbal and written, with regulatory agencies such as EPA, CARB, APCD, Fire Marshall, Health Dept., etc.

By performing the following duties, develops, implements, and maintains procedures and programs to minimize environmental risks and ensure compliance with regulatory requirements. The successful candidate must demonstrate an ability to work well and simultaneously on many tasks often with short deadlines. Must be able to recognize and prioritize project work. 

Essential Duties and Responsibilities include the following. Other duties may be assigned:

Leads remediation project activities including scheduling, tracking, and planning for environmental assessments, feasibility studies, and remedial action plans. Coordinates with and provides oversight to consultants and contractors for completion of on-site tasks and timely preparation of reports. Liaises with agency representatives during meetings and site visits.

Evaluates current and proposed codes, standards, regulations, and guidelines to determine the impact on current and future programs and activities.  Provides written and verbal comment to management and agency personnel, develops and proposes alternative approaches to proposed regulations or draft program changes. Participates in public workshops, hearings and other forums to effectively communicate the company’s positions.
Develops compliance strategy(s) to meet regulatory requirements for programs such as Low Carbon Fuel Standard, Cap & Trade, state and federal fuel standards, Title V, TRI, TSCA, local APCD rules, etc.

Assesses the environmental risk of activities and advises team members of environmental impact.  Works with internal team members to develop alternative solutions when necessary.   Prepares technical documentation for management's use when dealing with regulatory agencies and other internal/external needs.

Develops and implements programs and policies for monitoring and preventing chemical, physical, and biological hazards at the facility and in the community.

Develops and implements sampling and monitoring plans.  Provides guidance to other EHS group members on installing, operating, and maintaining equipment which monitors air, soil, and/or water pollution levels.

Maintains working knowledge of new technologies developed by the industry and government regulators.

Surveys, compiles, and analyzes data relating to occupational and environmental health issues such as chemical exposure, radiation, smoke, fumes, noise, temperatures, dusts, vapors, mists, gases, solvents, lighting, and ergonomics which are known or suspected of being real or potential detriments to health.

Develops and facilitates training for workers on issues related to the environment. Communicates with management and human resource personnel to ensure training requirements for new programs are being developed and existing programs are being evaluated.

Develops and monitors emergency action plans such as SPCC, hazardous waste contingency plan, etc. Assist in liaising with agency representatives on-site and making required notifications as required by such plans.
